بموجـب أحكـام المـادة ٧٣ )هــ( مـن ميثـاق الأمـم المتحـدة، تتعهـد الـدول الأعـضاء في الأمم المتحدة التي لديها مسؤوليات، أو تضطلع بمسؤوليات عن إدارة أقاليم لم تنـل شـعوﺑﻬا بعد الحكم الذاتي كاملا ً، بأن تحيل إلى الأمين العام بانتظام معلومات عن الأوضاع الاقتـصادية والاجتماعية والتعليمية في الأقـاليم الـتي تكـون مـسؤولة عنـها، عـدا الأقـاليم الـتي تنطبـق عليهـا أحكام الفصلين الثاني عشر والثالث عـشر. وإضـافة إلى هـذا، طلبـت الجمعيـة العامـة، في عـدة قـرارات، آخرهـا القـرار ٨٧/٦٨، إلى الـدول المعنيـة القائمـة بـالإدارة أن تـوافي الأمـين العـام، أو أن تواصـل موافاتـه، بالمعلومـات المنـصوص عليهـا في المـادة ٧٣ )هــ( مـن الميثـاق، وكـذلك
بأوفى قدر ممكن من المعلومات عن التطورات السياسية والدستورية في تلك الأقاليم
في ظل الانتهاك الصارخ لهذه المادة : من طرف الدولة المغربية و عدم تحمل مسؤولياتها تجاه إقليم الصحراء الغربية بصفته إقليم لم يستكمل فيه تصفية الاستعمار،وأمام النهب المتواصل و الاستنزاف الممنهج الذي تشهده الثروات الطبيعية بالصحراء الغربية بفضل جشع النظام المغربي و تواطؤ بعض الشركات الأجنبية ،و كذا الضرر الخطير و المتصاعد الذي يلحق ببيئتنا الصحراوية ،تم تأسيس يومه الجمعة 10 ابريل 2015 بمدينة العيون إطار جديد تحت اسم جمعية مراقبة الثروات الطبيعية وحماية البيئة بالصحراء الغربية ، هدفه الأساسي العمل على فضح الانتهاكات التي تتعرض لها هذه الموارد الطبيعية باعتبارها حق إنساني و العمل من أجل تحقيق إقليم الصحراء الغربية تنميته الاقتصادية و الاجتماعية و العيش في بيئة آمنة نظيفة وفقا للنهج الذي يختاره بحرية، في أفق تمكينه من حقه الغير قابل للتصرف عبر استفتاء حر عاد ونزيه

À la lumière de l´article 73 de la charte des Nations Unies qui dit: Les Membres des Nations Unies qui ont ou qui assument la responsabilité d’administrer des territoires dont les populations ne s’administrent pas encore complètement elles-mêmes reconnaissent le principe de la primauté des intérêts des habitants de ces territoires. Ils acceptent comme une mission sacrée l’obligation de favoriser dans toute la mesure possible leur prospérité, dans le cadre du système de paix et de sécurité internationales établi par la présente Charte.
et visant la violation flagrante de cet article par l’Etat marocain et de ne pas assumer leurs responsabilités à l’égard du territoire du Sahara occidental en tant que territoire n’a pas terminé la décolonisation, et devant le pillage continue et l’attrition systématique des ressources naturelles du Sahara occidental à l’avidité du régime marocain et la complicité de certaines entreprises étrangères, et vu l´ escalade d´endommagement a notre environnement, Nous avons mis en place la journée du vendredi 10 Avril, 2015 a la ville de Elaaiun une nouvelle association sous le nom de: l’association pour la Surveillance des Ressources et la Protection de l’environnement dans le Sahara occidental. l’objectif principal est de travailler pour exposer les abus de ces ressources naturelles en tant que droit de l’homme, et de travailler pour sensibiliser les Sahraouies du territoire du Sahara occidental pour parvenir à un développement économique et social et de vivre dans un environnement propre (voir comment choisir une poubelle), sécuritaire et en conformité avec l’approche choisie librement, à l’horizon pour permettre le droits inaliénable du peuple Sahraouie à travers un referendum libre et impartial

A la luz del artículo 73 de la Carta de la ONU, que dice Las Naciones Unidas que tengan o asuman la responsabilidad de administrar territorios cuyos pueblos no hayan alcanzado todavía la plenitud del gobierno propio reconocer el principio de la primacía de los intereses de los habitantes de estos territorios. Aceptan como un encargo sagrado la obligación de promover en la mayor medida posible su prosperidad en el sistema de paz y seguridad internacionales establecido por esta Carta. y para la flagrante violación de este artículo por el Estado marroquí y no asumir sus responsabilidades en relación con el territorio del Sahara Occidental como territorio no hizo la descolonización completa, y para el saqueo continuo y desgaste los recursos naturales del Sahara occidental sistemáticas en la codicia del régimen marroquí y la complicidad de ciertas empresas extranjeras, y dada la escalada d’endommagement nuestro entorno, que han establecido el día del viernes, 10. de abril de, 2015, en la ciudad Elaaiun de una nueva asociación con el nombre de: la Asociación para la supervisión de los recursos y la protección del medio ambiente en el Sahara occidental. el objetivo principal es trabajar para exponer el abuso de los recursos naturales como un derecho humano y trabajar para dar a conocer el territorio saharaui del Sahara Occidental para lograr el desarrollo económico y social y vivir en un entorno limpia, segura y de acuerdo con el enfoque de libre elección en el horizonte para permitir a los derechos inalienables del pueblo saharaui a través de un referéndum libre e imparcial

In light of article 73 of the UN Charter which says The United Nations which have or assume responsibility for the administration of territories whose peoples have not yet attained a full measure of self-government recognize the principle of the primacy of the interests of the inhabitants of these territories. And accept as a sacred trust the obligation to promote to the maximum extent possible their prosperity in the system of international peace and security established by the present Charter. and to the flagrant violation of this article by the Moroccan State and not to assume their responsibilities with regard to the territory of Western Sahara as a territory did not complete decolonization, and to the continuous looting and attrition systematic natural resources of Western Sahara in the Moroccan regime’s greed and the complicity of certain foreign firms, and given the escalation d’endommagement our environment, we have set up the day of Friday, April 10, 2015 in the city Elaaiun of a new association under the name: the Association for Supervision of Resources and environmental Protection in the Western Sahara. the main objective is to work to expose the abuse of natural resources as a human right and work to raise awareness of the Saharawi territory of Western Sahara to achieve economic and social development and to live in an environment clean, safe and in accordance with the freely chosen approach on the horizon to enable the inalienable rights of the Saharawi people through a free and impartial referendum.
